Full text: The Board voted to urge the Congress of the United Staates, in providing for the fifteenth and subsequent censuses, to include in the population schedule items which would locate the individual permanently in his family connections and which would analyze more perfectly his racial descent, and to require that all future enumerations be recorded on [?] cards - one card to a person."
